The Alabama-Coushatta Tribe has established a governmental Limited Liability Corporation Code to reinforce the economic development efforts of the Tribe. The Tribal Council established the Alabama-Coushatta Tribal Holdings, LLC (ACTH) as the parent company for any subsidiary companies that will be formed as a 100% Tribally-owned LLC. ACT Holdings, LLC is intended to create and stimulate the economy of the Tribe and promote growth and continuity of the company.
ACTH, LLC is mainly to support and monitor the development of any number of tribally owned companies that will be improved as opportunities arise. Although, opportunities are limitless and with the leadership of the Tribe focusing and continuing to seize every opportunity to evaluate good business models including partnership, success will come.

CEO of ACT Holdings
ACT Holdings is the Economic Development entity that is responsible for growing business within our Tribal Community. ACT Holdings is overseen by a Board of Directors made up of Tribal Members and local businessmen whom select the Chief Executive Officer to manage day to day affairs. After an extensive selection process the Board selected Tribal Member Bryan Small to serve as the new Chief Executive Officer.
Bryan Small was asked about his new position and the development of ACT Holdings. “I am very excited about this new position, and it provides a chance to give back to the Tribe for the educational opportunities the Tribe has provided. The goal of ACT Holdings is to generate revenue and jobs for the Tribe.”
Mr. Small received his Bachelors of Arts from the University of Richmond, Masters of Public Policy from Pepperdine University, and is currently a MBA Candidate at the University of Houston C.T. Bauer College of Business. He also has done training workshops in Indian Country on community and economic development as a consultant with the RedWind Group. While working with the RedWind Group, Small developed a community plan on behalf of the Alabama-Coushatta Tribe.
Mr. Small will first assess the capabilities of the workforce, the education levels, and experience to determine the most sustainable long term businesses for the Tribe. He also realizes that opportunities can come from Native and Non-Native businesses alike and that the Houston market has major national clusters of businesses in the areas of Energy, Healthcare, and Aerospace. “It would be wise to look into these markets to see if there are viable business opportunities that the Tribe can take advantage of” Small said.
While Small has great expectations for ACT Holdings he would like Tribal Members to be patient with the department because it will take time and planning to prepare for long term success. “We have succeeded in the past because of a grasp of who we are as a Tribe, and I will continue with a passion and drive to bring success to the Tribe.”
Under Small’s leadership he has committed to communication from ACT Holdings through quarterly meetings and newsletter updates, and states that the Board of Directors are supportive of staff in order to be successful. Small is very optimistic about the future of ACT Holdings “I am excited to be here because the Tribe has done great things in our past, and I believe that ACT Holdings can be a part of our future greatness.”
